Definition
ABO (Ad Set Budget Optimization) means budget is set manually per ad set. CBO (Campaign Budget Optimization / Advantage+ campaign budget) means a single budget is set at campaign level, and Meta distributes it automatically toward the best-performing ad sets.

CBO lets the algorithm send money where it performs best — powerful when the signal is thick enough for that allocation to be informed. ABO gives you manual control per ad set, which can make sense for controlled testing, where you want to guarantee each test set enough budget to clear the learning phase.
The trap with ABO is fragmentation: too many ad sets with too little budget each, so none reach the learning threshold. The trap with CBO is fiddling too much, so the algorithm never gets the calm it needs to allocate. Both demand discipline.
